Hong Kong strike and will appoint for the purpose three delegates with plenipotentiary powers. The Canton
33
Government believes that your Government will consider it advisable to follow & like course and for the purpose of gotiations appoint an equal number of delegates with similar powers.

The proper channel of communication between Canton and Hong Kong is the Consul General (see Foreign Office letter 24th July 1911 No.26864 and Colonial Office Confidential
not despatch 10th August 1911) and I propose to reply/direct but through Consul General.
That the Consul General should be present at
the discussions is in my opinion essential. Further, in order that the anti-British trouble throughout Kwangtung may be settled in one conference, I consider it very desirable that he should be authorised to participate in the discussions as a negotiator. I realise of course that as matter now stands the views expressed by His Majesty's Minister Peking prevent Brenen from taking this course but I hope that these views will be reconsidered and the
necessary instructions givento the Consul General. Subject to the approval by His Majesty's Government áf this
procedure I propose to despatch to the Consul General two letters in the following sense.
(1) First letter a copy of which should be sent to
Chen by Consul General. For text see my immediately following telegram.
(2) Second letter the substance of which will be communicated verbally to Chen by Consul General. Latter will add that His Majesty's Government has sent him directions to attend and participate (it is hoped that he will receive such instructions from Peking). The text this letter is contained in a separate telegram which follows after (1) above.
